CEBU, Philippines - Land Transportation Office (LTO) 7 Director Raul Aguilos has instructed all LTO organic and deputized agents to apprehend any member of the law enforcement units that will be caught violating traffic-related laws because they are not exempted from complying with the laws of the land.
“Bisan kinsa basta sad-an dakpon g’yud especially kung pulis kay sila dapat ang role model being law enforcers,” said Aguilos, who made the statement after some policemen requested for exemption from the strict enforcement of traffic-related laws.
The LTO organic and deputized agents are conducting daily checkpoints and mobile operations to apprehend erring drivers in Metro Cebu. Among the persons apprehended are police and military personnel whose vehicles are unregistered and those who drive without license.
Mayor Michael Rama had asked the LTO officials, through the Task Force Alpha, to submit to him the names of Cebu City policemen who will be caught violating the traffic laws and assured to cut off their monthly P2,000-allowance from City Hall and to terminate the services of CITOM enforcers.
An LTO official who requested anonymity believes that the unregistered motorcycles used by some law enforcers who cannot present documents are recovered stolen vehicles.
Aguilos has warned members of any law enforcement units that only this week, the Office of the Ombudsman ordered the dismissal of a police officer in Ilocos Norte for having in his possession a stolen vehicle.
Ombudsman Merceditas Gutierrez said PO1 Ruel Tamargo of the Bangui Police Station in Pagudpod, Ilocos Norte was found guilty for keeping in his possession a stolen motorcycle.
Presidential Decree 1612 or the Anti-fencing Law provides that mere possession of any stolen items or goods shall be prima facie evidence of fencing.
Aguilos said that being law enforcers, the policemen should always comply with the provisions of the law so they can gain respect from the public instead of being criticized for being abusive.
The Transportation and Traffic Code allows the LTO enforcers to impound the vehicles if the persons who drive them do not have license or if the concerned vehicle is unregistered or with expired registration.
Under the new rates the driver will face P2,000-fine if he will be caught driving an unregistered vehicle and another P2,000 if he owns the vehicle.
