Guns & shooting photo contest

Aside from having a Dad who had a Nikon F3 way back in the early 80's (only 3 have such in Cebu at that time), I have zero knowledged on photography and camera's and photo contest in general.

I am planning to have a shooting (guns) tournament sometime in March 2011, and some have suggested incorporating a photo shoot contest to cover some categories:

1. Best Action Shot
2. Best photo of a gun (shot to be taken from among the participant's guns)
3. etc,etc.

I need suggestions on how to go about the contest, who will judge, who are the probable contestants, are there categories such as beginners, experts etc? what are the probable prizes and what prizes would appeal to the contestants. If the shooting tournament is two days, would contestants be able to produce their "piece" on the 2nd day for viewing and judging?

My suggestions:

1) Straight out of camera (SOOC) image to be submitted. Last day deadline for submission works as well. It might even add up spice if judging on the photos be done immediately.

2) Having a category as to who you'd be competing against is a good idea, but most of the case the beginner bracket gets too congested, only a few brave the pro bracket
