its either gi block sa ADMINSTRATOR sa inyo office or sa inyong ISP upon request sa inyong company...

Either way you can't unblock it. Further attempts would only register your Host address in the proxy server's log in an attempt to access restricted sites. You could get into trouble with that...

Another pc that serves as a firewall, settings used to block that site from the proxy server, or through the Internet provider.. Either way the only way to unblock it is to be a Network/System Administrator and have the right access and priveledges to those systems.

It may be even blocked by the router or by your companies dns server.
