i got an 8k budget and im thinking of buying either a Inno3d GTX460 OC 768ddr5 192bit hdmi(7,550php) or XFX 5770 1gb ddr5 hdmi(7,450php)
both cards are below 8k..based on reviews,the GTX460 OC 768 card is better
im building a new rig for my friend and he is using a 19" LED screen..

The 460 for sure. It's a newer card and almost as good as it's 1GB sibling at reasonable resolutions. You may even be able to pick up a factory overclocked version for the price you mention.
