in 1991 my city became eligible to be a LONE congressional district ... as per the Constitutional provision ... which says that a population of at least 250,000 souls ... deserve the RIGHT to have Representation in the Philippine Congress ... in almost 20 years this has not happened ...
my dear Istoryans ... don't you think it is time that my Mandaue ... is given its due ...?!
