software to limit bandwidth remotely

i'm back to ask for your advice again.what i'm looking for right now is a software that can control the pc bandwith usage from the other pc. if possible the software would include a file where you just open it up in the pc and automatically configures so that the other pc can control its bandwith, cause the thing is. i've tried other software and I really dont know how to configure.and ended up uninstalling it.
the purpose of this is that, igsoon of mine is kinda knows now how to download stuff and it really slows down the connection, what i'm planning is, everytime i'm home, i will just limit the other pc's bandwidth so that i can surf the net and even download stuff fast and just remove the limitation, when i'm away.

I tried netlimiter, peru naa kow problem sa username/password sa remote administration,wa ko kabaw asa e setup and u/p sa other pc.i always get access denied thing. any suggestion?
