In your own opinion and observation, what government agency is the most corrupt?

For me, LTO is the most corrupt. In all LTO offices I entered, I noticed fixers and under (over the table usahay) the table ang palusot para mapadali ang ilang transaction. ang wala intawn ikahatag, antus ug linya ug huwat nus-a matagad ilang transaction.
