I guess it is when they are good enough to get a title in front of their name like other professionals.
Like you would hear someone addressed as Chef John, but never Cook John.

For me, it's not just the passion for cooking but passion for your job. A "Chef" is a position or a title that cannot be obtained right away. My culinary instructor always told us in class that wherever culinary schools you came from, may it be CCA here in the philippines or La Cordon Bleu in France, after you graduate you need to start from the bottom as a kitchen helper.
