First, scout for a steady supply of raw materials. You want to start small, so look for local suppliers. Beef, chicken, pork, etc.. These are all readily available within Cebu and the country.
Second, make your formulations of the products. A good way is to find the market leaders in each product category and try to make your formulations better in some way. Be it the size, the taste, or even the quantity in a package.
This basically is for back-yard meat processing business. If you want to go commercial, you have to get certified by the DTI-BFAD, DOH, and National Meat Inspection Service (NMIS).

Tapa takes too long to dry and the market segment for raw tapa is small (unless you're planning ready-to-eat). Go for a market segment that are fast moving. Tocino has a good market but you will be going up against the wet market's own tocino mix. These are made from the small cuts or leftovers from the butcher shop. And they'll just make their own sauce to dip it in. So, the price would be a great issue. Sausages, go for chorizo or longganisa. It's easy to make and the market for these products is huge. Just make it affordable and tasty. =)
