Which ISP has better/lower ping to servers outside the country?

IMO all of them are the same. The only solution you have is subscribe to "tunnels". I used a tunnel when I was playing Aion and it lowered my ping from 550ms to 280ms.

i don't know any free tunneling services, so far there are only free trials. as for the other 2 questions, i only tried tunneling Aion.

I used to use wowtunnels when i was still playing wow... Lowerping also works
