    Default Elections hurt Political Project Contractors


    Hi, just wanna put a rant here regarding elections and projects.

    Everyone is aware that every time there's an upcoming elections, magpahumot gyud ug maayo ang mga politicians. You know, the typical politics. Magpahimo ug building, manghatag ug mga sakyanan sa mga barangay, magdali sa mga project and ETC. But are you aware that pressure, sakit ug delikado kaayo ni sa mga Project Contractors for the good of the Politicians?

    I'll start with my story. I work on a company that has contracted a government project. I wont mention kung unsa na city or kung unsa na department. The project started its development by December 2009 and is supposed to be done in January 2010. Up to now, wala pa gyud mahuman. Why? Because the project is a computer program that will ease up the workflow of that certain government unit. It's big, its real and its scary for the contractors because of the deadline that you have to catch.

    Computer programs are easy to do. But the only problem is that it eats up a lot of time especially if you start from scratch. Did I just say "deadline" in the paragraph ago? That deadline is the most dreaded of all contractors. It doesn't matter if contractor ka for health care, infrastructure or any sorts. For the 2 months that we are given, gamay ra kaayo na for the development time of the project we got. Considering na barato na gyud kaayo ang project because it was bidded, its really unfair kay pressured kaayo.

    The deadline, I'm referring to is the Election Ban. What exactly is an election ban? An election ban prohibits a government financing from releasing funds. Which means if we don't finish the project before the election ban, tendency is that the contractor will not get paid until the end of the elections. There's also a tendency that the contractor will not get paid EVEN after the elections because it is possible that the government employees will change after the elections and the Mayor may not even sign the paycheck for that project. You know why? Because there are some projects that the previous Mayor liked it so much and the next Mayor hated it so much. So the upcoming Mayor has the upper hand on handing the verdict whether to release the funds or not.

    I know, we have a really big mistake on taking the project kay mao lagi to, di diay kaya na mahuman on time. But my point here is that politicians, either but-an ka or kalog ug ulo, do your projects early. Hutda ug dali inyong fundings when they arrive. Ayaw mi pugsa ug i-pressure na mohimo sa inyong project para lang makapahumot mo labi nag duol ra sa election ban. We contractors are concerned about this. Not all the times certain ta na naay mahuman na project in this date or that date. We are humans and are prone to error. Dili pud namo gusto ma-abtan sa election ban pero it happens.

    Tomorrow, is the election ban. Gamay nalang gyud ang kuwang para mahuman ning project na among gihimo but I really think ma-abtan na mi sa election ban and our payment for the project will come late by June. Problema nasad mi sa among mga supplier ani kay dugay-dugay gyud tag huwaton ani.

    Good luck, and god bless the government elections. Ibotar ang tarong na kandidato. Dili man kay kamo ra na mga normal citizens ang apektado, we are affected too and it hurts harder.

    mao jud kamo gud mobuhat sa programs dapat kamo ang ni set og deadline. unya gi consider pud ninyo ang election ban pero kung psecial project na siya exempted man na sa ban.

    You know why? its because the government is ignorant. First of all, the program palang gani is priced at 100k. Kaltason palang sa tax, 90k nalang. To think barato na kaayo nang 90k because its supposed to be around 200k. Secondly, the government officials involved are arrogant enough to pressure us on complying to their own ridiculous standards. We never expected that, we we're supposed to make the program on our own way. Kung we did it our way without those officials, we just have finished it instantly before January even came.

    Now if you ask, why don't you do it your way then? Well excuse me, this government official I'm referring to has the upper hand on telling the treasury to release the funds or not. If we do not meet the extreme-expectations of this official, we will not have our funds.

    I'll give you a simple analogy. Guy orders apples from us, we send apples. Then the guy complains because the apples aren't colored orange. So you're forced to make orange apples. Would you do it?

    TBH, mas alkanse mi than our own profit in this project. You know why? Because the officials involved in this project kay gipangayoan pa gyud mi ug items that I will not mention. We're just honest bidders. We do not steal, we do not cheat. We only serve what the government needs. And to think of the price of the program we're making, we're like the charity man. Kung ang usa ka sakyanan kay ang orig price kay 1 miliion, kami palang gibaligya na namo on 500k ra with no specification penalties. And yes, that's already a loss to us.

    If you ask why we really took the project even though from all of this loss, its because the government officials are close to us. But no matter how close they are to us, they are still stealing from us.

    My point here is that sayohon sad ug himo sa mga pulitiko ang ilang mga project. Just in-case you don't know, daghan ang igo ron sa election ban ug daghang wala nabayran di lang kay kami. Mostly from construction contractors because of typical promises of these officials to the public. We're just human, we also fail to commit to deadlines. If only these politicians do their projects earlier as soon as the money is out, contractors won't have to dread not getting paid. Most contractors stalled in this ban can easily withdraw their projects. When its withdrawed, kinsa may pinaka-alkanse? the public ra gihapon. I know naa miy sayop, pero naa puy sayop ang government.

    I'll keep the identities mentioned here secret. Kay malain nya mo kung makaila mo.
