As Senator
Noong 2004 pambansang halalan, umakbo si Gordon bilang senador ng Pilipinas. Siya ay ikalimang may pinakamataas ang boto dahilan ng kanyang positibong imahe sa mga tao. Ang mga sumusunod ay ang mga batas na naisakatuparan ni Gordon habang siya ay nasa posisyon bilang senador:

As Mayor, Gordon transformed Olongapo from a sin city to a model city when he was mayor for 14 years(1980-1993). He introduced various innovations in local governance. After the dismantlement of the US Military Bases in 1991, he led an army of 8,000 volunteers in making Subic into a premiere investment hub. The Subic Bay Metropolitan Authority attracted over 300 investors and provided some 90,000 jobs for Filipinos.
As Secretary of Tourism in 2001, Gordon worked wonders for the then tarnished reputation of the Philippine tourism industry "WOW Philippines" , plagued by kidnappings, damaging travel advisories, the SARS disease and the continued threat of terrorism.
As Red Cross Chairman, Since 1986, Gordon was elected as governor of the Philippine National Red Cross, taking active roles in rescue, relief and rehabilitation in various disasters from shipwrecks, typhoons, 1990 earthquake in Cabanatuan, 1991 eruption of Mount Pinatubo, 2004 landslides in Aurora, Quezon and 2006 Ginsaugun, Southern Leyte mudslide and the PhilSports Arena stampede.
Currently he is the chairman as well as a Member of the Governing Board of the International Federation of the Red Cross.
