    Default Landowner vs. Capitol

Based on their own assessment, as of 2002, Morelos said that Cecilio was only supposed to pay P123,415.03 in taxes and already did so.

From 2002 to 2007, the delinquency reached P4,407.68 annually, including penalties and other charges.

The Provincial Registry of Deeds told Benedicto Ulep, Land Registration Authority administrator, that the same property was not properly levied since the Warrant of Levy and the Notice of Levy were not registered in transfer certificate of title (TCT) RT-1459 and no certificate of sale was presented for registration.

Apart from acquiring property, the Provincial Government is also bent on recovering its properties–like those whose terms of donation have been violated–so these lots can be used for revenue-generating activities.

unsa ning nga lot, sumpai sa kadtong Balili property...if sumpay or adjacent, then no wonder nganong ila gyud ning gi-projekan nga makuha kai gamai ra man tung area sa Balili para himuon ug port/industrial zone kuno...

magka-paet sa mga landowners...birahan lang dayon basta makinahanglan na ilang bulsa...magsige pa ni ilang modus kai buslot raba tingali na ilang bulsa...dili gyud mapuno

well, I don't even think a person like Cecilio can still own 60 hectares of land. di ba under sa CARP law, whether the landlord likes it or not, kinanglan ang lot partly forfeited or naay bahin ang saop or farmers ani kung ing ani na kadako?

if im not mistaken, the CARP law was a measure to prevent the landlords' monopoly and control over vast tracts of agricultural lands in the country and prevent massive eviction of peasants.

that is another angle I am thinking about...

but anyways, the Province's computation of the real estate taxes due for Cecilia for his 60 hectare land must be studied again as I think it is unjustifiable. 9 million in taxes unpaid is, for me, unjustifiable, even with the late penalties included.

but who knows? 60 hectares is equivalent to 600,000 square meters. kung ing ana ka dako, kinanglan dako pud ang buhis mabayran. taxes for this big a lot could not only run in 5 figures but could run in 6-7 figures u know.

daghan na nahitabo diri sa Mandaue nga ang computations usahay sa tax for a mere 200 sqm lot even if taxes has not been paid since the 1980's was computed wrongly. And a simple cross-checking and clarifications w/ the Assessment Dep't can always settle the matter easily w/o resorting to lawsuits.
