Yes, and for almost the SAME REASONS why modding my car, my camera, my pda, my phone, my computer is NOT illegal.
It's one of Mircrosoft's weakest points of argument, exagerated by their anti-competitive nature, and tossed around internationally as they throw their weight around. It is very arguable and this thread could actually be a good place to start, if people are interested, that is.
Which is why I, personally, would not really consider this an illegal activity. I have my own set of morals directly incompatible with that of Microsoft's and should that be a problem, Earlz, you are very much welcomed to report to the site administrator for the locking of this topic.

Ive never seen any camera mods that allow to run any bootleg software,same with a pda and a phone just running a bunch of cracked software and no hard mod needed.
ofcourse desktop PC is modding is not illegal. Also im perfectly aware that buying a peice of hardware and modding it in a way you please is no where illegal even modding it to run bootleg softwares (on a user's PoV)
Dunno what i would gain from reporting anything to the admin, infact i dont even know what good is it to remind people about asking for bootleg copies and ect.but the statement sounded like a little attack to me anyway carry on the discussions as long as theres no bootlegging discussion around.. wait why am i even concerned about bootlegging discssions.. Modifying a console, via hardware or software, is illegal. It's in the Terms of Agreement that's included with the system ( from other sources )
Now im not asking you to leave, just showing you some links to prove some facts about console modding.

How is modding a PC any less different than modding an game console? Both are running something proprietary, one way or another.
You site a car's inability to play copied games--which only shows that you've lead yourself to that conclusion almost instantly when all the discussion prior to your post was concentrated on modding and not pirating. It's a common misconception..it's like how torrents are automatically equalled to pirating when in fact torrenting is merely an efficient means of file sharing.

The terms of agreements' basis on illegality is mostly based on assumptions (usually holds true but not all the time) and can only be proved WHEN the person is actually caught already. (Kinda like a sick loop) Any other way, and I'm pretty sure the manufacturers themselves will be violating the EULA, or some form of human right. (can someone smell the shredded first ammendment? I dunno what's the equiv of that here in the Philippines but I know it'll stink the same)
@baruk: Just in case you might be thinking that I'm siding with you..i'm not. Your intentions for modding are pretty obvious and I'm actually against them. I'm into modding for the sake of modding..for unleasing versatilities..and for again the sake of modding (this goes with PC and all the other s**t i mod too). As for my Xbox and Xbox 360 games..they're all legit (you can check 'em here if you want or you can ask the BFW group).
