Phenom x2 550.
As you may well know, the x2 550 is a beast! Even with only 2 cores they OC quite well at stock.
I also have handpicked phenom x2's which can be unlocked to get 4 cores.

I, however, can only attest to the fact that these are the handpicked steppings I have with me; I cannot guarantee of course that they will unlock but it seems this is the experience of everyone with the mentioned steppings.
PRICES:
1) Non handpicked (steppings that i don't see can unlock in the xtremesystems database) = Php 5,888
2) Handpicked steppings = Php 6,488
For more information of this proc which is way cheaper than the e8400 but is at par performance wise. . . .
the trick is to use the old bioses since amd released new microcodes to disable the unlocking feature. Gigabyte however told amd to screw it and so their boards still carry the old microcodes to enable unlocking. I think Asus is also following suit. I haven't seen any announcement from DFI but so far their AM3 boards unlock.

5)also even at stock, the phenom 550 is better price to performance wise than the more expensive e8400. the e8400 has proven to be more of a delicate proc in terms of OC because you have to watch your voltage so as not to fry it. . .
