I don't think there has been some universal declaration the process of natural selection has ceased/stopped. As long as there is life, there will be natural selection. The only time when the "natural" part becomes artificial, is when human beings interfere with the process (i.e. the story of samurai faces on crabs' carapaces, as told by Carl Sagan, see video here YouTube - Cosmos: "Heike Crabs" ).
