Cooler Master 460w PSU!

Can a Cooler Master 460w PSU handle 5 fans(case fans) excluding from stock cpu fan and from 9600gt OC?
BTW, what happen when i load too much of everything but the psu not sufficient?

1 DVD/CD writer....

so better change ur psu to HEC raptor 500watts
