    Default Mini-Bus Nahulog, 2 Patay!!! ( Busay Accident )


    Duha ka mga tawo ang patay, apil ang 8 anyos na batang lalaki while mga 40 kapin ang nangaangol sa pagkahulog sa usa ka mini-bus sa Barangay Busay, Sitio Maaslom kagahapon mga alas 8 kapin sa buntag. Ang mini-bus gipanag-iya sa Barangay Sambag 1 ni Kapitan Gerry Guardo, dinhi sa Sugbo, nga naay plate number na SHS-318. Overloading na ang sumasakay sa maong bus kay sa imbestigasyon 40 ra katawo ang capacity niini pero naabot sa 50 ang nisakay. Ang driver na si Rufino Ginigobis Secretaria, 44, niingon na aksidente dyod ang nahitabo, gani wala pa nilarga ang bus niingon siya na maayo ang kondisyon niini sa iya pagcheck.

    Giingon na ang mini-bus daghan kaayong sumasakay samatang paingon kini sa Danao para mangaligog dagat ang grupo apan nawagtangan daw kini sa break maong nideresto sa pagkahulog kay nawad-an kontrol ang driver. Ang mga sakay sakop sa Legion of Mary, ug nagrosaryo pa kini para safe ila pagbiyahe mga pasado alas otso sa buntag para luwas ang ilaha pagbiyahe. Gipakyaw sa maong grupo ang upat ka sakyanan para gamiton sa byahe sa pangaligo ug usa na niini mao ang mini-bus. Sa dihang nagbiyahe sila dinha sa bahin sa Maaslom, nawagtangan daw kini ug break dayong buto sa laing ligid na nasaantop sa madugong disgrasya sa pagkahulog sa 20-30 metros na kalawamon sa bung-aw.

    Patay on the spot ang duha dayon ka tawo na sina Margie Mabini, 40, ug usa ka bata na 8 pa ang edad na si Jason Cuizon. Naay pay 2 ka kritikal na gidala dayon sa ospital ug daghan pang naangaangol ang padayon pang gitambalan nianing pagsulat.

    Ang dakong mga pangutana karon, pwede ba diay nang goverment own vehicle gamiton sa pangaligo? Bisan pa giabangan kini, ang tumong sa mga gamit sa barangay priority kini ang mga serbisyo para sa katawhan. Karon kung naay mogamit unta atong bus para sa kaayuhan sa barangay di na magamit kay naay namay nakauna na di diay kaayo importante ang gamitan?

    AN EIGHT-year-old boy and a 44-year-old mother were killed when a barangay-owned mini-bus plunged 15 meters down a ravine in Sitio Maaslom, Barangay Busay, Cebu City at 8:30 a.m. yesterday.

    At least 49 other people, including the driver and his helper, were injured.

    Jessan Gabisay, 8, and Margie Mabini, 44, both residents of Babag 2, a mountain barangay of Cebu City, were declared dead on arrival, said SPO4 Ronilo Ermac.

    Gabisay was the last passenger retrieved by the rescuers more than two hours after the accident. He was trapped inside the bus.

    Barangay Sambag owns the mini-bus (SHS 381) I, whose passengers were heading for the northern city of Danao for a summer excursion.

    Charges

    Barangay Captain Jerry Guardo, who arrived in Busay together with his brother Jonathan, assured the barangay will take full responsibility by providing the victims the help they need.

    All the passengers, who belonged to the Legion of Mary, suffered fractures and bruises in different parts of their bodies. Many of the passengers are children and teenagers.

    Driver Rufino Ginigobis Secretaria, 44, and his 16-year-old helper Joel de Guzman were also injured.

    Secretaria, who will be facing charges of reckless imprudence resulting to double homicide with multiple physical injuries and damage to property, was brought to the Chong Hua Hospital for a head injury and fractures.

    Lilia Cabillon, 49, and her 19-year-old daughter Rowena, who were among those on the bus, said they left Babag 2 at exactly 8 a.m. yesterday.

    Prayer

    Rowena said they were all praying the Holy Rosary when she noticed a smell from the tires. “Nanimaho na ang lining sa ligid. Pagkahuman mikalit og ikis-ikis ang sakyanan (I could smell the lining on the tires, and then suddenly the vehicle zigzagged),” Rowena said.

    Some of them continued praying while the other passengers panicked after one of the tires exploded.

    Rowena said they shouted for the driver to hit a post or the mountain wall, but the bus continued downhill at a high speed until it swerved to the right and went straight to the ravine.

    Magdaleno Mabini Jr., 44, who was with his wife Margie and his children, said most of them were dragged forward and out of their seats as the bus plunged.

    Magdaleno was injured in the face and complained about pain in his chest. His wife Margie died before reaching the hospital.

    Overloaded

    Rescuers and paramedics from the Cebu City Disaster Coordinating Council, Emergency Rescue Unit Foundation, Barangay Busay Rescue Team, Bureau of Fire Protection and Cebu City Police Office personnel immediately arrived in Sitio Maaslom.

    Barangay tanods and city traffic personnel took charge of the traffic. Curious passengers from passing vehicles stopped and asked about the accident, aggravating the heavy traffic.

    Acting Mayor Michael Rama and Councilor Sylvan Jakosalem also arrived to help supervise in the rescue operations.
    Bus driver Secretaria, interviewed by Sun.Star Cebu inside a police patrol car, blamed the defective brakes and the alleged overloading of passengers.

    He said the bus could only hold 40 passengers. According to his estimate, 50 were aboard, including himself and his helper.
    After the explosion, he said, he lost control of the steering wheel.

    He said the bus nearly hit three trucks coming from the opposite direction, before dropping down the cliff.

    Secretaria was among the people rescuers pulled out from the crumpled front portion of the bus.

    Cause

    Before heading to Babag 2, he said, he checked the bus and it was in good running condition.

    “Aksidente gyud to (It was an accident),” Secretaria said. He started working for Barangay Sambag I in November 2008.

    SPO4 Ermac of the Cebu City Police Traffic Section said he is still trying to find out what caused the mishap.

    Based on the skid marks, the bus’ brakes were defective, he said.

    Ermac also believes the driver’s lack of familiarity with the terrain may have also contributed to the accident.

    Based on Ermac’s records, a total of 43 passengers were taken to the hospital: 20 injured passengers were brought to Perpetual Succour Hospital; nine to Cebu Doctors’ Hospital; eight, including the driver, to Chong Hua; four to the Visayas Community Hospital; and two to the Cebu City Medical Center.

    Six other passengers, who suffered minor injuries, opted not to be treated at a hospital.

    Not uphill

    Barangay Captain Jerry Guardo said the bus, which the barangay owns, was covered by a comprehensive insurance, including third-party liability.

    He said his barangay allowed the bus to be used by other people provided that they would spend for the gasoline. Rental ranging from P1,500 to P2,000 would also be collected from the user.

    Jerry’s brother, Jonathan, added that he will also be extending burial assistance.

    Jerry said the agreement was that the passengers would be picked up at JY Square.

    He learned yesterday that the passengers “insisted” that they would be picked up in Babag 2. Jerry could not say who gave Secretaria the signal to proceed to Babag 2.

    Jerry said the second-hand bus, which the barangay has used for the past three years, was in good running condition and regularly checked. However, he said, it was not capable of traveling uphill.

    i think LTO/LTFRB better check the road-worthiness of minibuses...first there was this Naga tragedy. now this Busay incident.

    better yet, better check the road-worthiness of all public transport vehicles. They should improve their monitoring and make it more frequent instead of just the once-in-a-year inspection during renewal of registration.

    if im not mistaken, these accidents were caused by busted tires. We should make a law that limits the lifespan use of tires. i-apil pud ni unta sa inspection.

    kung nipis na to a certain limit, the tires should be discarded immediately and replaced w/ a new one. Kana pud recapped tires i-ban na pud unta. delikado kau na. nagkalata man sa Pinas ang used tires.
