i don't know of any approved training organisation (civilian) that offers flight instruction in cebu.

Like PissKhan says, there are no approved training organizations in Cebu. There are only a couple of flying schools in Manila offering helicopter flight training, namely Yokota Aviation in Plaridel, Bulacan, and Air Works at the Manila Domestic Airport. For my money, I'd go for Air Works because the owner, Capt. Meynard Halili, is the best instructor I have ever had the pleasure of studying under.
For both schools, they use the Robinson R-22 two-seat helicopter. The rate was P25,000/hr the last time I asked, but it may be more now. You will need a minimum of 40 flying hours of instruction to qualify for a Private Pilot's License (PPL). That's minimum. Most people end up getting their licenses after 50 hours or more. So expect to spend more than P1-M on your helicopter license.
An airplane license (PPL), on the other hand, will only be a third or a quarter of the cost.
