Setting up web server

I want to set-up my own web server and make my own website, pra ma-access nako outside ang ako mySQL DB though my website.
What are the hardware and steps needed??

I have already set up IIS, PHP and MySQL on my PC and made my html pages for my website,
but my only problem is dli pa nako ma-access from outside ako website and database.
What are the necessary connections needed??

1. Make sure your router is configured to let port 80 pass through or forward to your pc ip address.
2. Make sure that your isp is not behind a NAT, if so, this will be downright impossible for you to let your computer be seen by the world.
3. If 1 and 2 are met, you can sign up for a dynamic ip domain service is dyndns.org. So that your website can be seen through a url.

just to confirm unsa ako nasabtan (correct me if im wrong)
1. I will purchase a router - unsa ang pinaka the best nga cheapest router available in Cebu?? or unsa imo ika-recommend sa ako??
2. I will subscribe for an ISP for the connection preferably DSL - which is better GLOBELines or PLDT? which is not behind NAT?
3. I will sign up with dyndns.org for my dynamically assigned IP address and domain name - naa ni siyay bayad??
4. I will configure my router to port 80, install my web server on my PC (IIS or Apache).
5. I will then connect to my ISP for my website on my pc to be seen on the internet.

Did I miss anything or made incorrect assumptions??
