yes! it is backward compatible. just like an 8x agp videocard put to a 4x agp slot.

yes it will work but it will run at PCIE 1.1 speed instead of 2.0 but you will hardly notice a difference. or lose performance. really it will still perform alright

as said, there ain't much of a difference between the two pci-e slot versions. Anything lower than the HD4870/GTX 260, will give you no difference at all.
