if you want to setup your own proxy server, you would need a pc as your gateway.
you can try using SQUID as proxy, i tried it using CentOS as server (family of linux) in a school here in cebu.

with proxy server, sites are cached for faster browsing. you can also restrict users from visiting unfriendly sites. if that is what you are trying to do, then you need proxy server.
