For an internet cafe, you do not need a static IP, you can just ignore them.
A static IP is useful if you need to access your server remotely from elsewhere (like via ftp) or if you intent to host a domain on your server.

If you were given 2 IP addresses, it doesn't mean you need to use both of them. But if you really have the urge to use both, and if your router allows such configuration, you can use Dynamic NAT... Suppose you were given the 202.117.100.1 and 202.117.100.2 ip addresses, with Dynamic NAT, the connections from private network to internet will be translated dynamically changing between those two ip addresses.

Or you can just stay with your original setup. One public ip address will be assigned to all your clients and the other one will be assigned for your PC... this way, when you try downloading from rapidshare while one of your clients also does, you can just both download simultaneously since both of you are using different public ip addresses...

By the way, what router do you use? basin makatabang ko configure with this setup...

BrO kung naka stand alone setup ka sa imo pc for exam,
unsa user name: og password: imo gamiton ? then mao sad ni
cya imo pag configure sa router under setup> ppp0e> ang mahitabo
ani ang router na mo dial sa modem automatically, then router to switch
hub then to workstations, sa workstation set lng sa obtain an IP address automatically then enable DHCP
mura di na man tingali ka mo gamit og static IP . . . . ani ra
