as a general rule, a good overclocking mobo allows u to change the fsb, change the multiplier, change the processor Vcore and the memory voltage...kung naay one of the above nga dili mahimo sa mobo then your overclocking will be "crippled". for the processor, get a processor that has a high multiplier...gamai lang increase in fsb value will result to a higher speed...
if i'm not mistaken, you have already started a thread asking for a motherboard suggestion.
@topic (for your sorry sake) : to add, a good overclocking mobo, imho, should have, solid state caps, good thermal designs, a cmos reset switch, and an lcd panel. a good overclocking mobo for 2-3k? good luck.
just have a p35 chipset in ur mobo, maau na nga chipsets for OCing. dunno if makaabot ang imong budget but think of it.. basin sonod ganahan napud ka mag upgrade mogas2 napud ka dba? palit nlng daan ug mahal hahaha. i suggest basa nlng reviews about anang mobo nga imo g planohan paliton, search2 lang sa net gud or try nlng pd sa tomshardware.com

i set my e2160 to 2.4Ghz (9x266, all stock voltage) with EIST enabled so it clocks down to 1.6Ghz when idle
no issues running 4 instances of prime95. northbridge is quite cool
i got it to run at 2.95Ghz, just a bit frustrated not reaching 3Ghz
