Problem with FTP

Guys, have a problem with ftp here.
i could open the ftp folder of pcA but not pcB

so i directed the ftp port to pcA and i was able to access it through IE. I changed the IP from .14 to .15 inside the router (port forwarding) and now i can't access it.

I have checked the permissions.so far no problem. its just that under the ftp site operators (IIS),there are two users. Admin and Localuser. The .15 pc only got the Admin. I cant find the way on how to add another user because the option is greyed out. I dont know if this could be the problem.

security wise, ive enabled everyone already for folder access.

i got the error " windows cannot access this folder.make sure you typed the filename correctly and that you have permission to access the folder "

I GUESS its a permission issue then...so where am i gonna change it?
