Im Experiencing Site Problem

i wanted to post my items in the buy and sell section, but everytime i click the post new thread the pc prompts that i am not able to post new thread due to some reasons like i hav limited privileges on the site, the administrator is blah blah blah etc. how do i deal with this problem here? and got 1 question, how do i put pics of my products on the site?
