Surely anyone that goes against Christ can be called "anti-Christ" but again as always you have to take what people are talking in complete full context which obviously you most of the time is missing it.

the Anti-Christ that we are referring to is the one that will be revealed in the future that will lead and rule the world under one government- one church banner as stated in revelation. so drop the what ifs and start taking things in full context.

We humans are the only entities in the world that has the capability of being evil - because we are the only entities that have a high sense of consciousness and will, and most obviously, we are the only entities in this world that defines 'good' and 'evil'...

If an Anti-Christ(Notice that I am using a proper noun.) really exist, you dont think he will use technology in any means? We humans use technology every minute in our lives Sir, whether we realize it or not. Even in the most simple action of drinking from a cup we are using technology. Even in wearing clothes we are using technoogy....IF an Anti-Christ would bring the world to doom, he definitely would use technology in forms we cant possibly enumerate.
