how to block certain file from running?

you can google a tool to safely remove internet explorer

but if its the file explorer you have to set it in the administrative tools

i already remove the file, but some will save the file in usb, then run it with their usb

Try Policy Editor(PolEdit) or any equivalent like gpedit.msc
