How the whistleblowers can get support and protection?
I believe it is really unsafe to be a whistleblower at the moment. The government stifles criticism and opposition, any type of opposition is seen as destabilising the government. We don’t see the resolution of reported cases.

One way to protect whistleblowers is to make good use of the media. Once the media writes about a case, the awareness they create increases protection. This way, if something happens, the public already knows about the case. Another way to increase protection is to work in coalition with other non-governmental organisations.

Laws also are very important to protect whistleblowers. Sen Lacson is authoring a bill to get a whistleblower protection law in the Philippines, because then we would have a basis to pursue the resolution of cases. The proposed law provides the framework and the legal tools not only to protect people like Lozada but also to address corruption more generally.

Senate Bill 2040 filed by Senator Panfilo Lacson is directed at providing incentives and protection to individuals who can provide information concerning the corrupt activities of government officials.

"It is high time we encouraged whistleblowers to expose corruption. This may well be a challenge to Malacanang [the presidential palace] as well. If it is serious about fighting corruption, it should certify the Bill as urgent," Lacson said.

Lacson noted the highlight of his Bill is a rewards-and-benefits system aimed at ensuring the livelihood and welfare of whistleblowers.

Under the Bill, whistleblowers must make a disclosure that is voluntary, in writing and under oath.

The Bill also states the information provided must be corroborated and the information must lead to a successful gathering of evidence and/or investigation.

Protection to the whistleblower includes confidentiality of his identity and the subject matter.

In turn, the whistleblower must agree to provide information and testify; avoid committing a crime and take "all necessary precautions to avoid detection".

Huna hunaa kinsa ang uban whistleblowers.... take Chris Saavedra for example... kung wala sya mu reklamo sa lamp post... dili unta to ma sakpan sila Ouano and Radaza.. pero ang mga tao manhid man kaayo botar ghapon ni Radaza.
