NEED HELP: PHOTOSHOP PRINTING

hi guys...i hope someone can help me on how to have an exact picture size printing, using adobe photoshop.
i'm trying to print what i've created after editing but i just don't know how to print the size the way i want it to be.
i already configure the settings on my printer but the outcome is still not good.

example: i'm using 28 inches x 23 inches layout, pixel: 72
i wish to shrink it to like 4x6 inches or 2x2 or passport size etc...

the result -- image is too big or too small when i print it.
printer is HP all-in-one.

anybody knows what i did wrong? anybody working in a 5-minute studio who uses adobe photoshop? they usually do this.

kng 72 imng dpi, bati jud na ug result, dapat 300 pixels na
imng ginaedit if you want it printed.
then kng magprint ka save sa as JPEG daan, maximum quality

then ang JPEG file nimo, open it by default sa windows fax viewer
then naa nay mga default print sizes didto kapiliian nimo....

salamat bro pero akong gipangita is direct from photoshop gyd
sa windows viewer dli ta ka custom sa size didto, defult ra daan ang pilian. dli ka print like 1x1 pinakagamay is
calling card size ra.

make sure ang resolution sa shrinked image parehas sa original.then inig drag nimo sa 4x6 nga layout syempre dako dyud coz gikan man ug 28x23.imo lang e resize using crtr+t drag the corner and hold shift key to make it proportion.hope this helps

sa picture package sa photoshop, murag pwede man diha.
you can edit layouts if you want to.
