The killings perpetrated by the NPA is part of their war. Its not the same with the vigilantes. The vigilantes try to supplant the law. They are plain executioners without the benefit of a fair trial. there lies the difference.,

But not all the victims were PROVEN to be currently criminals. In case you haven't figured it out yet, a criminal is someone who is CURRENTLY wanted for a crime, NOT someone who was previously convicted and has served hios sentence. There's a HUGE difference and you're just glossing over it.

The vigilantes simply ASSUME their victims are guilty. But that is NOT their right. That is for the courts to decide. Therefore, the vigilantes are CRIMINALS themselves.

The vigilantes were created because the old system wasnt able to cope up with the crimes in our city. Carnappings, holdup, snatchers, pickpockets....list goes on... were very rampant back then.
