“In the letter, the Chief Executive said he trusted that the investigation carried out by the Manila authorities would be independent, professional and comprehensive,” Cheuk said.
“In a respectful and polite tone, he stated that from Hong Kong's point of view, the investigation report is expected to shed light on some key issues, including how the incident unfolded, the negotiation process, especially why Philippine authorities could not accept the hostage-takers' request to secure release of the hostages; details of the police operation and the considerations behind; and the causes of the casualties,” she added.
“The Chief Executive is glad to learn that President Aquino has reiterated that the investigation will be carried out in a comprehensive, thorough and fair manner. This is a common goal of both sides,” Tsang’s information officer said.

Why disclose something about a letter and at the end of the day appealing to the people not to ask about it? You just started a chain of curiosity there, of course people will start to dig about the letters contents and worse people will start to make things up about the letter (fortunately no on made anything up). Again, bad PR on "predicting consequences".Mr. Aquino appealed to the panelists not to pursue the subject, and refused to answer when asked who signed the letter.
“We are quite conscious to repair relations,” the President said. “Of course, we have to understand that this is an unusual event for the people of Hong Kong, that’s why we have accepted all the criticisms and insults.”

From all indications, Noynoy Aquino was pretty well rehearsed and scripted for his press conference where he spoke of the moves he made. The press conference the Palace set up for him with just three anchors from three Aquino friendly TV networks was meant to portray Noynoy as not lacking in leadership and was on top of the situation all throughout.
Aquino, after all, is now being perceived locally and globally as having no leadership apart from being highly incompetent and unfit for the presidential throne.
There is doubt that he has restored his damaged image just with that rehearsed press conference, especially since not even the international or Hong Kong media, and print media were part of the panel. Was he scared of more direct questions from this media sector?
Also, Noynoy gave this press conference cum panel discussion some three weeks late, and noticeably, after the inter-agency probe body wrapped up its investigation and interviews, which would have given him and his image makers enough time to check out all the moves, the timing and the appearances of the police team and officers and even the Special Action Forces (SAF) to weave the stories together from where he then could fill up the blanks, and portray himself as having followed the crisis throughout and having barked orders to whoever was supposed to be in charge.
He even claimed his order was to ensure the safety of the hostages, as they were foreigners and intimated that he saw this crisis as a national and international one, despite the police officials’ claim of this being merely a local one.
But something just doesn’t sound right. If Noynoy thought that this was a national crisis, and if, as he tried to portray himself, on top of the situation, why then didn’t he order the national crisis committee to take over? Why was not a crisis meeting called in Malacañang? Why go to a restaurant for a meeting when there is a war room in the Palace? Why leave things to the Manila police? Yet he even implied that he had given orders, but these were not obeyed. That’s kind of hard to believe.
The timing of the broadcast media conference was off. A president and chief executive of a republic does not wait for three weeks to explain to the people just what he did during that crisis. Three weeks are certainly too long for a real leader to explain himself to the public.
Besides, if this was what he said he did all throughout the hostage crisis, why then did he wait that long to come up with this TV media conference? Why, for instance, did not any of his officials, who were supposed to be with him all that time, whether it was the Department of Interior and Local Government undersecretary Rico Puno say all this during that probe hearing where he was interviewed? All he said was that he went to Malacañang and was with Noynoy, leaving the Palace at a certain time while admitting that he was ignorant of the ways of a hostage crisis, despite the fact that he was in charge of the Philippine National Police.
And if all three of Noynoy’s communications group secretaries were in the Palace with their boss and monitoring the crisis as it was happening, why then couldn’t they get their stories right, whether it was on the call of Hong Kong leader Donald Tsang, whom Noynoy dismissed as a mere Chinese provincial governor not worthy of answering his call because that was beneath his station, or give this information to the media either on the day itself, or even a day after?
More to the point, if Noynoy was, as he claimed, closely monitoring the hostage crisis situation, and talking all that time to various police officials and barking orders, then why the heck did it take him over four hours to finally go to the bloody site and appear before the press, past midnight?
After all, he would have known, even before he arrived at the Emerald Restaurant, that the rescue had been botched. A drive to the restaurant to the hostage site wouldn’t have taken more than five minutes, yet he waited for four hours to appear on TV and it was clearly a photo-op type of on site inspection.
The media conference was carefully crafted, with the anchors told to ask only questions pertaining to the hostage incident. Other media were not included in the panel.
But it was clear that Noynoy was rehearsed, and that this TV media conference was yet another damage-control tool.
He has to do better than that, to convince Filipinos and the peoples of the world of his leadership and fitness for the presidency.

yes, i agree w/ the post above.. the day after the incident, he said 'i tried to stay away from the incident as much as possible'
& now, he said he was actually too concerned.. up to the point of asking the blood types of the hostages just in case the situation becomes bloody.. & he was the one who ordered the SAF team to be in quirino, cause they cant be effective if they're in bicutan.. wow, he could have said this one day after the incident when he was asked where he was all the time.. but no, they got to cook up a script weeks later for him & he somehow had some hypnosis of some sort because he believes he's actually done the things he just said now..
the bulk of the masses would actually believe this tall tale & the pnoy supporters are blind anyhow.. but to me he just looks more idiotic than ever.. & all i can say to him is 'tell that to the marines!!'
& btw, the lives of hostages lost 2-3 yrs after will never be a laughable matter.. you have to be at least crazy or satanic to make it a laughable matter.. so dont ever expect me to support your pathetic president.. is that your 'ang daang matuwid'??
Noy could have done this harap-harapan-press-con-whatever-you-call-it after all issues have been ironed out including NBI's investigation whether the eight Chinese nationals that died during the hostage fiasco were killed by friendly fire or the hostage taker's rifle. I think they have not reached a conclusion on this issue yet.
I really do not know why he conduct this press con. Maybe to save face.
