If you use a gui on ubuntu, the built in tools can update everything for you perfectly ... most of the time. People running ubuntu server can do a simple

do-release-upgrade

... while logged in as root or via sudo to upgrade everything. I updated around 20 systems doing this and it went through painlessly. If you administrate a lot of servers, you might want to create your own apt repository and use scripts to update that and just use your own repository to upgrade local systems. Apache2 seems to have bugs though, so I had to revert back to feisty fawn for that server.
