This is wrong. Although contrasting in view, Theism and Atheism are both social concepts pertaining to the belief or denial of a a supernatural/transcendent force commonly referred to as gods, a god or God.
Religion in its strictest and normative use defines the concept of a god or gods which are usually based on literature or popularly called "sacred scriptures," passed-on traditions and etc that have been institutionalized by its believers/follower. It also prescribes the conduct to which its believers must adhere to as well as observance to the rituals/modes of reverence for a particular deity or deities.
Since Atheism denies any form of a god/gods, Atheism in its strictest and normative use finds no need to institutionalize anything and therefore is just another idea being left to the person who believes in it.
