they do that every time. Naruto introduced a bajillion characters especially in part 2. and One Piece introduces new characters every arc.
Bleach on the other hand only has:
Ichigo's group, Soul Society includes the Vizards and the villains: Fullbring group, Arrancar group and Sternreitter group. and the villains don't even stick around.
in comparison to the other two big shonen manga in Japan, Bleach has the least amount of characters. lol if Bleach confuses you because of the amount of characters, then One Piece will destroy your mind.

ma compare man gud nako sa uban manga na perting daghana ug characters pero maka recognize gihapon ta and naa gihapon importance ang each characters, sama sa One Piece, Kenichi, Samurai Deeper Kyo .... ang mga author/writers ana nila kay bisan perting daghana sa gubot, maka manage gihapon na stay focus sa ilang main character, pero ang Bleach ... nevermind na lang

nah, One Piece has been a complete mess since part 2 and Dressrossa arc is the worst. it's all over the place. it introduced so many characters from other fighters, Doflamingos group, the Dwarves, Marines, Revolutionaries, Big Mom and the Royal Family. it also kept on jumping from one character/fight to another. only in the last couple of chapters has it finally started to focus and began to resolve the fights after spending the majority of 2014 switching from one perspective to another and focusing on new characters.
Bleach is the same. right now it is focused on Ichigo. all the other fights have finished. he's front and center again. he's actually in front of Yhwach, and he just told him he doesn't care about his BS and he's going to stop him.
the only legitimate complaint one can make about Bleach is Kubo's pace(much better in this arc) which can get dreadfully slow and make the story boring, especially when read week by week as opposed to reading it all in one go. the Arrancar Arc had really, REALLY awful pacing. the introduction of other characters and not focusing on the MC? that really happens in a lot of mangas. it's just how it is.
