If they would be legally threatened, and they would incur losses if theiy yield, then they just close operations and move somewhere they are welcomed. when this happens, the economy suffers a loss, minus 1 participant in competition, consumers ultimately suffer from lesser competition in the market.

To consumers if profit is still realistic, and they maintain market share. Otherwise, close business. decrease jobs available.
