    ^^percentage sa ilang share sa construction...

    for me the best solution is road widening..but tungod sa politika, basin na-a sila mga properties dha dapita..maglisod sila ug widening kay ma affected ilang properties....

    reroute 13C's and 13B's... widen road up to 4 lanes each..build skyways...make more roads...

    road widening and proper implementation of various jeepney stops (near schools, malls, etc.) and strict re-enforcement of traffic regulations, construction of bridges/skywalks, constructing lanes specifically made for commuter vehicles (jeepneys, tricycle, buses, etc.), construction of lanes specifically made for private vehicles (cars, vans, etc.)

    Traffic plan preferred to skyway and flyover

    THE Cebu Business Club (CBC) board of directors is asking the City Government to first come up with a traffic master plan instead of approving infrastructure that could just be considered as “band-aid solutions.”

    CBC president Dondi Joseph told Sun.Star Cebu that addressing the traffic issue in the Banilad area by building a flyover is not well thought of.

    “We are really concerned. Our worry is on the lack of planning, lack of vision. Traffic problem in Cebu City has worsened in the last five years with no solution in sight,” he said.

    “What I would prefer to have is a real traffic solution master plan before spending on millions of big-ticket projects without real solution in sight.There should be a plan,” he said.

    That is why he asked that construction of the flyover be put on hold pending results of a study that Banilad businessmen commissioned.

    The P126.5-million project will be implemented by the Department of Public Works and Highways 7 and funded by Rep. Raul del
    Mar’s (Cebu City, north district) Priority Development Assistance Fund.

    “We should wait for the results of that study before resorting to short-term solutions,” Joseph said.

    But del Mar said the opponents of the proposed flyover that will extend from Foodland to the Banilad Town Center (BTC) have a vested interest, as most of them have business establishments at the BTC.

    The protest is rooted on the logic that a flyover in the area will prevent southbound vehicles from making a left-turn to enter the BTC.

    But the same scenario will still take place if the more expensive “skyway” that will stretch from Foodland to Gaisano Country Mall is constructed, del Mar said.

    Southbound vehicles will still be prevented from turning left to BTC, he said.

    In his layman’s estimate, del Mar believes a skyway will easily cost the City Government P500 million.

    In comparison, a standard flyover and road widening in the area will cost less than P150 million.

    Del Mar reiterated that the flyover and road widening go hand-in-hand.

    “One is as necessary as the other,” the congressman said.

    The Banilad businessmen, though, are not convinced and have hired the services of University of the Philippines’ Dr. Primitivo Cal, a Cebuano urban planner.

    Cal said results of the study will be available at the end of the month.

    Although they are not really opposed to a flyover in Banilad, the businessmen suggested that the government widen the road first, or build a skyway spanning the A.S. Fortuna St. and Gaisano Country Mall junctions of Gov. Cuenco Ave.

    Joseph said they will have businessmen Bunny Pages and Sonny Kokseng speak for them, adding that in his opinion, “overpasses are extremely ugly structures in a supposedly tourism-oriented city.”

    In a separate interview, Pages said the government should widen the road first, and volunteered to work out the memorandum of agreement (MOA) between the government and lot owners who are willing to sell their properties at giveaway prices.

    The properties, stretching from the A.S. Fortuna junction to the Country Mall area, are worth P15,000 per square meter. But businessmen are willing to sell at P4,000 per square meter.

    In a meeting with Ma. Luisa and Sto. Niño subdivision residents last Thursday, the mayor said an MOA will be needed, as the letter expressing the businessmen’s willingness to sell at discounted prices is not enough.

    Pages had said that having a flyover at the A.S. Fortuna junction would only result to a worsened bottleneck in the Country
    Mall area.

    With a skyway, traffic will be free flowing in these two crucial intersections.

    It also allows southbound vehicles to turn left to BTC, which cannot be done with a flyover since its approach is near the commercial center.

    [color=navy]This is something I sincerely I agree with. I mean this is a viable , cost effective solution that will address the real problem and not cost the city (and the taxpayers) a lot of money, once this is properly implemented.

    How much does it take to train and discipline these drivers to abide to the regular traffic rules? Not much as compared to the money, hassles and inconveniences that will come once the construction of the proposed skyway and flyover begins.

    This skyway/fly-over I feel is only a reflection of the Imeldific tendencies of some local politicians, they would to present this as their crowning contribution to the city's "development" kunuhay as well as an extra source of income to fatten their wallets.
