ikaw, what do you think should we do about it? we've been suggesting in the city government's forum that they should address the problem with vendors, mendicants, those crazy people who've roaming around for ages but nothing happened... you have anything new to offer that would not require too much finances and manpower to address the problem? way sapi ang ciudad and this problem isn't on top of their priority list... i would rather see those skywalk without roofs on clean and free from "bad elements" than what it is now... baho, daghang ga stambay og magkalisod himoon pang motelthere are a lot of avenues to deal with this problem and taking out the Skywalk's roof is the last on that list.
do you know how much big companies pay advertisers for those 60ft billboards in Fuente Osmena area?
from 50k-100k a month and that's just my conservative estimates.

do you know how much companies like Nestle, Procter & Gamble, Kimberly Clark etc etc pay for those gondola ends at the supermarket?

set-up a bidding for advertising companies for renting those spaces (sides of skywalks-below shoulder level of pedestrians or right above the roof) so that's 30k a month / skywalk (conservative estimate for back to back display - 15k per side). multiply it by 12 (months in a year) and multiply it again by 4 (no. of skywalks - 2 near Robinsons, 1 each near Abellana and the old SSS location). that's almost a Million and a half of additional annual income for the city.
do you know why both advertising companies and their customers would be salivating on this proposition?
those four skywalks are prime advertising locations. a hundred thousand pairs of eyes gaze on them everyday. it's like hitting a jackpot for those advertisers.
with regards to the upkeep and security of the skywalk. here's my suggestion:
have all the security agencies and manpower resources companies in Cebu bid for security and maintenance services of said facilities. their incentives would include advertising space so they can have their logo and contact nos. displayed on the skywalk. have the city negotiate tax breaks for them. so now we will have a security guard detailed 24 hours a day at each of the skywalks. mendicants, vendors, drug addicts and the rest of those unwanted eyesores on the skywalks would be escorted down instantly.
with regards to the manpower services, they can provide garbage bins and a cleaner to maintain the upkeep of the structures at least twice a day. extend them the same privilege as the security companies. both would not only have their company logos displayed conspicuously on the edifice but they would enjoy tax breaks as well.
let the city implement the anti-jaywalking law, have DSWD take care of the homeless and last but not least, we need CONSISTENCY IN THE IMPLEMENTATION. not just in six months, not just in a couple of years BUT until such time that these laws would be ingrained in the subconscious of each and every Cebuano. when using the skywalks would be automatic and crossing the streets beneath it would be a thing of the past.

I am actually waiting for the approval of my account in the Cebu City Government's Forum so I can post this particular solution and hope T.O. reads it, (does he even really read this stuff?). sending an e-mail to Sun.Star thru its Speak Out column is also an option. 'coz I have a couple more sensible and doable ideas such as "adopt a skywalk". companies could sponsor a barangay tanod (pay their honoraria) who would double as a maintenance person for each skywalk. they would be stationed in the vicinity 24/7 but in shifts. I am not familiar with the legality of such proposal but the city can figure out a way for sure.
discussing it thoroughly in the forums would also help so we would know if there are legalities that we should consider.
here we are promoting Cebu as a tourism destination and what do we find? Cebuanos "supporting the move to take out the roof" of the skywalks. a very lazy and unimaginative solution to a very simple problem.

@omad: nice and brilliant idea, brad... however, you should consider safety. if you're paying a hefty amount for ads, you need to have a huge billboard to go with it.... one that everyone can clearly see.. now, even those that are put on top of the buildings can distract motorists how much more if it's right there in the middle of the road?! already we have a number of motorist complaining of being distracted by these ads.. even in Manila, after that big typhoon that hit them causing those billboards to fall off, MMDA took them out immediately and imposed a ban/stricter regulation.
but you know, i'm open to whatever, better ideas you have.. anything to address the problem, i'd gladly take it cos these skywalks have become an eyesore than being a solution to jaywalking and right now i'm willing to experiment by having those roofs remove... sistengan lang ba
It's all because of very poor implementation. Don't we have enough enforcers to look on these areas and check on pedestrians? We do, but di lang ta. If we implement it strictly, people will have no other choice but to follow, and in the long run, get used to it. We could not implement change immediately, it would take time and effort. Naturally, people are all hesitant and resistant to change, and in time people will get used to it.you said it guys...

That's usually the problem with us people, we stick to things because "naandan na nato". The problem we have right now is with these people settling in the skywalks and not the skywalk itself.
Kung naa ba'y tao nga magsige sakay sa imong sakyanan dayun di ka ganahan, unsa ma'y imong buhaton? Tangtangon ba nimo ang atop sa imong sakyanan or approach the person?
bisag unsaon, i think mas cost effective gyud kung tangtangon ang roofs if the goal is to remove vendors and beggars.. mga skywalk na giput-up sa MMDA sa manila kay kasagaran wala man roofs so wa kayo magtambay..
