    MANILA, Philippines—The Philippine Daily Inquirer apologizes for its banner story on March 9, which erroneously reported that Eduardo Mañalac, former president of Philippine National Oil Co., would testify on the alleged kickbacks in the $329-million National Broadband Network (NBN) deal with ZTE Corp.

    In his press conference on Monday, Mañalac said he would testify at the Senate, if invited, on the agreement signed by the Philippines with China and Vietnam to search for oil in the Spratlys—not on the alleged kickbacks in the NBN-ZTE deal.

    The Inquirer newspaper also erred in reporting, among other things, that Mañalac would testify in Tuesday’s Senate hearing. Leo San Miguel, ZTE consultant, was Sen. Panfilo Lacson’s “surprise witness” at the Senate hearing Tuesday.

    MANILA, Philippines -- Leo San Miguel, the Senate witness tagged a member of the so-called “Greedy Group,” was on the phone with a “Ma'am” during the lunch break of Tuesday's hearing into the national broadband network (NBBN) scandal, Senator Panfilo Lacson said Wednesday.

    Lacson accused Malacañang of getting to San Miguel through lawyer Marcelino Agana IV of the Presidential Legislative Liaison Office, supposedly causing what the lawmaker earlier touted as a “surprise witness” to withhold details about the alleged kickbacks and overpricing that accompanied the NBN contract.

    “Nakausap niya si Attorney Agana na siyang nasa PLLO sa Senado. Maya-maya meron siyang kausap sa telepono na Ma'am...'Yes, Ma'am idi-deny ko po' [He was able to talk to Attorney Agana of the PLLO in the Senate. Later he was on the phone with a Ma'am, saying, 'Yes, Ma'am I will deny it],” Lacson said, adding that personnel of the office of the Senate sergeant-at-arms heard the phone conversation.

    In an interview with reporters, Agana admitted talking to San Miguel Monday night, before the witness met with Lacson, and Tuesday morning, before he faced the Senate inquiry.

    But Agana said San Miguel only told him he was going to answer whatever questions he would be asked.

    Agana, who said he was San Miguel's lawyer when the latter was president of the Philippine Cable Television Association, denied trying to influence the businessman’s testimony or that President Gloria Macapagal-Arroyo or Malacañang instructed him to do so.

    OT: grabeha sa kalagot nimo ni GMA bai noh?

    anyways, i dont liked the way jinggoy presided over the senate inquiry on mr. san miguel. obvious rasad kaayo iyang tumong sa iyahang mga pangutana, statements ug gestures. one-sided. it is as if, he wants to get back at GMA on what happened to him and his father. he asks questions, but he doesn't want to listen to the answers he doesn't want. sometimes, maglisod nalang sya ug point sa iyang isulti. sya ray mauwaw.

    there was this document presented by madriaga, about the job scope that was allegedly signed by san miguel and other personalities in ZTE. the thing is, 3 of the 4 signatures are signed with pens, while san miguel's (the 4th sig) signature is photocopied.

    oh well. samot madugay ang hearing, samot kadako sad ang gasto sa proceedings.

    cant they get people from zte to testify?

    Good speakers make a story float, but lacking substance the story sinks in a matter of time. Rodolfo Noel Lozada Jr.’s version of the ZTE national broadband network (NBN) story readily flies because the person telling the story speaks eloquently and he projects himself as someone very familiar with the NBN project. Coming from someone who claims to be an insider to the negotiations with ZTE Corp., the story sounds believable to many Filipinos. The “revelations” of Rodolfo “Jun” Lozada make me believe that the great speaker is also a great marketing man, and I have reasons for reaching this conclusion:

    1. The $130-million commission (kickback)—a very big percentage on the $329-million NBN project—can compare to the “earnings” of the pyramiding ventures like Multitel and Mateo. Only a great marketing man can make such profits from such deals; not even politicians make that much money, their usual kickback is only 10 percent.

    2. Lozada’s claim that he is an insider to the ZTE deal is full of holes; he is neither a representative of the National Economic and Development Authority nor of the end-user department, nor of ZTE nor of the institution financing the project. The representatives of these contracting parties are the ones who can tell the real and accurate story about the deal; they are the ones to whom people should lend their ears.

    3. Lozada’s supporters are soliciting financial contributions to support his family.
