I'm not so sure how to go about it, but I'm sure it can be done.  If there's such a thing as civil disobedience (e.g., refusal to pay taxes), this is one other way.  I suppose we can always write our Personnel Heads to not deduct GSIS premium contributions from our salaries (and, of course, stating our reasons for it).
But then again, for this mass movement to work, we must rally many government employees (including the Personnel Heads!).  We need to convince a lot of people, many of whom (I'm sure) will be hesitant.
I don't know if there's a precedent, but an alternate cooperative could be set up to take care of the social security and insurance of government employees.
Don't take my word for this.  I know it sounds crazy.  But I'm very disappointed with GSIS.  I'm just a new member, and I already see a dark future for me.  *SIGH*
GSIS has lost touch with its clients.  I don't feel that I can rely on that government agency.  They have poor client service.  I guess they also lack foresight.  Two G-W@PS kiosks to serve the entire population of Cebu's government employees?  That's service?  That's foresight?  One month waiting time for e-Card delivery?  Heck!  Credit card companies beat GSIS, hands down.
Now that's a thought.  If there were an alternative/competitor to GSIS, I'm sure the latter will step up and shape up their service.  I think GSIS's monopoly of the public sector's social security and insurance is one big reason for the agency's relaxed attitude towards client service.  But, throw a competitor into the scene, and I'm sure the new competitor will give GSIS a run for their money.  Even Winston Garcia would probably squirm in his seat.
If there were an alternative to GSIS, I'd go for that alternative.
