    making Singapore's infrastructures as an example is all but a dream. If you haven't noticed yet, why Singapore was able to build working and sound underground infrastructures such as underground MRT, underground SEWAGE system and Treatment plants is not because they have a better government, they have good officials it is because they are geographically located outside the pacific ring of fire.

    Meaning they are not prone to earthquakes triggered by tectonic plates, so there is no underground movement. Which makes infrastructures in the example sound and secure. Again, it's not bad to dream but let's be realistic here. I'm not saying that fly overs will do good in our city, but it's better than dreaming the impossible.

    We must also take note that nobody is really opposed to flyovers provided they are properly designed, particularly as in the case of the flyovers in Cebu City they are only two lane. Even the head of the CITOM had to state what is obvious to everyone: two lane flyovers simply funnel or bottleneck traffic into two lanes, so when there is an obstruction (accident/breakdown in the case of Ban-Tal even people turning left into Banilad Town Center) the flyovers do not help, but rather hinder traffic flow.

    What is truly disturbing is that it is the proponents of flyovers do not listen to the clamor of the people. Once public officials stop listening to their constitutents, to the point that they even act like they are enemies, then it is time for them to step down, or be removed from office.

    Ako supak jud ani Flyovers kay #1 ato dalan gagmay kaayo ug butangan pa nila ug Flyovers samot nga maka mugna ug Traffic......ang solution dili na mo hatag ang LTFRB ug franchise pra sa mga bag o PUJ,PUB ug Taxi kay na nobra na na sila mao na naka traffic ug samot......nya e stop na pud ang importation sa mga used trucks,cars etc laktod pagka sulti sobra ra kaayo ang sakyanan sa ato mga dalan labi pa kung peak hours.............if only duna ta mass transport system like BRT,LRT or MRT sulbad jud unta ato problema!!!!

    Kung mag himo kog 4 lane nga flyover diha sa intersection sa a.s. fortuna (kanang naay Jollibee) unya ako i-flare ang intersections, unsa pa may ireklamo sa anti flyover ana? grabe gyud kaayo ka traffic diha dapita.

    Flared intersections wont allow simultaneous crossings between cross traffic so ma bottleneck gihapon ka waiting for the stoplight. I cannot imagine the traffic kung wala nang flyover sa intersection sa banilad road crossing btc.

    To be frank with you, usa ko ka tenant sa BTC unya supak kaayo mi anang flyover sauna kay maka daot lagi sa amo business pero now nga naa na na' siya, it actually benefitted us kay di na as bad as it was before diha sa intersection.

    To me, its not enough nga flared intersection lang.. dapat both road widening unya i-flare ang intersection plus dapat naa gyuy mu badlong anang mga pataka lang ug parking or hunong.

    In an ideal world, ang sakto is to make a north-south freeway from minglanilia all the way to consolacion. Then naay skyway from a third bridge in cebu south that feeds into the airport.

    The reason why traffic kaayo ang Cebu kay to get from North to South for example, youd have to pass through the city center like diha sa mandaue dapit. If you bypass all of that, ma decongest na tong traffic within the city lang... oh and we need better mass transit systems like CNG BUSES along major roads mas efficient. Relegate jeepneys to the side road routes since theyre small enough to fit. And while were at it, dapat naay designated stops ang buses and jeepneys. Dili na na' pwedeng mu para para lang. tapulan ra kaayo mga tao nga pa hatud gyud a few feet sa ila balay... dapat ma kat-on sad ug lakaw para mas healthy unya daghan sad maka benefit mga stores from the foot traffic.

    ChaosOrb, let me just tell you: A DREAM REMAINS A DREAM IF YOU DON'T IMPLEMENT IT. Why is Singapore there and were are just here? Because they NEVER SAY "IMPOSSIBLE"! How can you say "it's a dream" when no one has ever tried restructuring our sewage system here in Cebu? I ask of you, dear kababayan, na huwag magsalita ng tapos. The reason why it's sometimes hard to implement is that people are too set in their ways. How do you like it if someone tells you your dreams are impossible? I'm sure you would not like it! Impossible is only a word. The rest is up to you!

    So please extract this jaded shell out of you. Cebu CAN do it. If you can't believe in that, why are you still living here? Why do you continue to live?     vipvip, why are you so adamant on flyovers when it's NOT our main concern? do you know that when you implement the BRT properly, you'd save the following: 1. space, 2. the squander of people's taxes, 3. the possibility of corruption under the guise of infrastructural developments. BEFORE FLYOVERS, WE MUST ADDRESS THE QUALITY OF LIFE OF CEBUANOS. moreover, we need to streamline the number of jeepneys we have in the city and make use of BRTs which can cover longer routes and prevent deadlock in the streets. the excessive number of jeepneys is the one causing all this traffic.

    that is true! that's the spirit! let us think out of the box and not be constrained by the agenda those tra-pos have set for us! Cebu is OURS and NOT theirs!

    Platforms of Government

    1.Ayala surrounded by shanties Brgy. Luz, Hippodoromo, Gaisano by Sitio Baka, SM is near one of the largest squatter colonies in the city. Political philosophy: jobs before infrastructure [Ugly American: They build dams and bridges (flyovers?) when all they really need are chicken farms] Infrastructure must be built not for their own sake, but in order to support livelihood.
    2.Poverty alleviation begins with assistance for self-help programs. Pag-Ibig and Urban Land Reform Laws must be reviewed together with the insubstantial “Magna Carta for the Poor”. Minor prostitutes should NOT BE RETURNED TO THE STREETS.
    3.Personal belief in parliamentary government as a remedy to personality-centered politics.
    4.Taxes need to be rationalized. Filing of either Quarterly Income Tax or Monthly Percentage Tax should be made unnecessary.
    5.Cebu has all but ignored the growing demands of a city. It does not process its sewage and instead dumps all of it into its waterways and it relies on one landfill to dispose of its garbage. Sewage processing system similar to the one in Singapore should be built. Recycling plants must be built or encouraged. BRT must be electric. Sidewalks & Bicycle lanes must be established.
    6.JBC must be replaced by the COA at least with regard to the appointment of SC Justices. JBC is a failed experiment that delivers the desired appointee to the President. Rather than removing the politics involved with the appointment of justices, it has merely driven it underground.
    7.Law Enforcers, and other government employees, should be given at the very least DECENT WAGES, or wages that will allow them and their families to live comfortably. Their salaries should allow them to buy housing that is commensurate to persons who perform their duties. Providing government employees with decent wages and housing will give them incentive to do their work and resist corruption (thus the need to review Pag-IBIG).
    8.School programs must be carried out in consultation with the business sector so that graduates will find jobs that they were trained to do.
    9.Socialized medicine/Health Care/Number of Beds Medical care must be readily available to all persons. Adopting the UK system should be viable.
    10.Minor laws:
    a.Repeal the Cybercrimes law and replacing it with several less comprehensive and easier to understand laws.
    b.Requiring the modernization of the jeepney to feature:
    1.Raised roofs so passengers do not have to bend over while traversing the aisle.
    2.Requiring that jeepneys protect passengers from the elements while allowing for proper verntilation.
    3.Access through the side instead of the back so passengers will not be tempted to cross the street after disembarking.
    4.Requiring jeepneys to use earth friendly powerplants.
    Care must be taken that the law clearly refers to jeepneys to be manufactured AFTER the passage of the law giving jeepney operators several years to upgrade their current units or the jeepney lobby will ask for its repeal.
    11.Requiring the LTO to adopt European sized licensed plates: REASON: Philippine sized plates were determined during martial law when then dictator FM dreamed of manufacturing a Philippine car. Thus, they came up with Philippine sized plates for the Philippine cars. However, nothing came out of this effort other than the Sakbayan, the Delta Mini Cruiser and a few AUV’s. Philippine sized plates will not fit any car as most cars are built to use either European or Japanese sized plates. Parts are usually available to fit both sized plates. The law is important because the LTO will adopt permanent bolts to install the plates which will simply not fit cars being sold.
    12.Primary infrastructure projects in descending order of importance:
    1.MODERN SEWAGE PROCESSING SYSTEM for the City of Cebu.
    2.Environmentally friendly garbage collection recycling and disposal system to replace Inayawan landfill.
    3.Complete the over twenty years delayed widening and greening of city streets, particularly:
    a.Gorordo Avenue near Beverly Hills
    b.M. Cuenco Avenue (formerly J. Panis)
    c.Opening of Ramos Avenue all the way to Villalon drive and beyond to decongest traffic on Osmena Blvd. and perhaps connecting to the proposed Guadalupe-Lahug circumferential road. At present, Ramos Ave. is blocked at certain parts not by legitimate occupants, but by squatters. Underpass is practical in this instance at the Gen. Maxilom Ave. & Ramos intersection. Projects will only be taken in consultation with groups such as the Movement for a Liveable Cebu.
    4.Earth friendly system for the BRT such as ProTerra.
