hmmm..its a hard one..

i would have to say bantayan..specifically on sugar beach..
its really romantic during night time..the shoreline is long, fine white sand(w/o stone fragments) and the sky is clear..ahhh...

if i have a girlfriend, i would surely take her there for a romantic walk on the beach.holding hands pa...

and budget-wise, gamay raman siguro deperensya..

also in bantayan island, you can rent a motorcycle or bicycle for about 250 - 300...for motorcycle kay wala pa labot ang gasolina ana..but barato raman ang litro..pwedi naka maglibot suroy sa tibuok island..nice kaayo if mag biking mo sa imong loved one....
