Sometimes the bank does issue "Pre-approved" credit cards in the hope that the intended receiver will just accept it, but I never do. In my case, I did get a formal replay that the cards in question were cancelled. Besides, pre-approved cards still need to be activated by their recipients. But that's beside the point. The issue is the abuse of personal information.

No banks can be trusted, because of the fierce competition for a limited market. Hence they resort to unethical methods.

In your case, it was indeed fraud, because you received a billing statement. On a card that has yet to be delivered, no less. Check the paper trail. You might be able to request for a copy of your application to see who applied for the card (if there is a picture attached), or to see who the agent for that application was, because I believe the said agent can be party to the fraud complaint. Was your signature forged? Or is the signature totally different from yours?

Sad to say, the way personal information is being handled by corporations nowadays leaves us wide open for fraudulent acts and violation of privacy, especially when they need every centavo they can get their hands on. Every misplaced CV, bio-data, and application form and billing statement is in itself a potential risk.

Good luck and do let us know how things work out for you.

i totall agree with you. i have a question though. are there any pre approved credit cards here in the phils? i know that they do that in the US where they send pre approved cards for people who has good credit standing but im not sure if that also applies to us here. and i noticed that the banks are stricter now with their requirements. like bdo for example, if ur a call center agent, you have to be with your company for 2 yrs for you to be approved. and for self employed you have to have a gross income of 480,000 yta (from the brochure that i read but im not sure if its the same for the others).

but i dont know, i could be wrong. maybe they do send pre approved cards to those who are really rich.

Yup, banks do issue "pre-approved" cards here, but for activation you need to send/fax them certain documents like Income Tax Statement, etc. Others you just have to call to activate. It really depends on the bank.

Used to be you need to be of good credit standing and have a a certain amount in the bank but with the present competitive atmosphere certain requirements are waived, and sometimes they even upgrade your credit limit if you meet certain criteria.

You don't have to be really rich. A steady income, good credit standing and they will qualify you. I received three pre-approved cards, two from the same bank, and one from a bank where I do not hold an account. Go figure. But then there are requirements that I have to submit prior to activation. So "pre-approved" sometimes is just a gimmick. You still have to go through the process. They just hope that holding the card in your hand will make you want to pass the requirements. Sometimes its not the banks but the agents, because I think some are on a commission basis per card approved. So some of them resort to underhanded means of obtaining approval.

The agents are so nice and accommodating to talk to when you're still applying for a card. But try skipping a couple of payments and see how accommodating the banks get. :P

Please be careful with how you handle your personal info, especially bills, bio data and application letters. Even what you post online. Don't leave papers lying around because in the wrong hands they can be used to your disadvantage. Stay safe everyone!

I received a pre-approved card from Metrobank as well, which I cancelled. How bad is it? How about everyone in their branches are made to do marketing work, even the tellers? Marketing for credit cards, new accounts, even loans, anything.

I know the banking sector is fast becoming a cutthroat market due to dwindling clients but ever expanding banks through endless mergers, but pitting your own employees against each other is hardly good for morale. And it looks ridiculous in the eyes of the clients.
