So you tried a live CD, and its the same issue... that will exclude the harddrive.
PSU is ok too, you mentioned you tried another PSU.
How about the memory? Did you try other memory?
Did you set the bios to optimized default? Maybe something had screwed up the overclocking features or ram timing...

kasulay sad ko ana.....pero sa ako na pc...is kulangan ko sa pag.install sa iya mga drivers....

after reading the above posts, since almost all of the diagnostics and isolation has been done, it is probably that your computer is infected by a virus... restarting unexpectedly is usually caused by heatsink temp, defective RAM, PSU and corrupted OS... but since na isolate naman nimo then nothing is wrong according to you, so wat is nxt? maybe a virus....

Bro my suggestion reformat your PC if you can still open windows transfer your files to drive D or other safe partition from drive C ok. Then reformat the drive C only.

After all load a good free antivirus and keep it updated (antivir, avgfree avast hom) try lang na ok.
If mo occur pa gani nang restart murag hardware nanang prob ana check lang the PSU, memory, hdd, mobo and cpu if it has been attached to the HSF well. Then update lang mi.

    I hope it helps.

Dili guro ni virus kay gitry man ug Ubuntu live CD. Unless naa naka reside ang virus sa bios...

I cannot reformat my Hard Disk since I cannot Boot also using my Windows Installer CD, it will restart after loading all hardware drivers for Windows Setup.

BTW, I already updated my BIOS with the latest version.

The Processor Heatsink is dili sya init kaau pwede ra nako mahikap. But one heatsink which is attached on the Mobo is very hot, i think it for the builtin video card which is mao akong gi gamit.

Wala koy nkita na bloated Capacitor caps.

    1. Could be bloated capacitors sa Motherboard. Check motherboard for bulged caps, if so, iparepair or buy a new motherboard.
    2. Could be overheat sa processor. Check the processor temperature sa BIOS. If sobra ra kainit, check the fan, and maybe replace the heatsink compound.
    3. Could be other hardware problem. Maybe naay guba nga hardware, or maybe corroded contacts sa hardware? Test basic hardware daw. Take off any other devices nakataod sa PCI, and use built-in videocard instead of AGP if possible.
    4. Could be IDE cable. Try another IDE cable. It could be loose or damaged. Just happened to me last month.
    5. Corrupt OS... but i guess you already checked that part.
    i agree with this

hmm... lisod lage na imo dah. hehe
    1. so ok imo board...
    2. ang processor temperature seems ok...
    3. ok ang video since built-in raman.
    4. Its not the IDE cable since murestart man ig load sa drivers using
    5. and not OS...

Murag sa hardware jud na. conflict or damaged peripheral. Kay murestart man ig load sa driver. Naa kay bago device gitaod? Try sad imo ram itangtang ilimpyo ang contacts, blow any dust, and balik.

kasuway nako ana...if nig reformat nimo then nig run nimo sa Windows na CD mo restart gihapon kay dili na virus.defective RAM na ang probable cause.ingon ana ako PC before.mukalit lang ka pawong then ka daghan na nako gi reformat wala ra gihapon natabang.ang RAM diay to kay daut.try lang padak-i ang mimo RAM
