Governors Ben Evardone (Eastern Samar), Edward Plaza (Agusan del Sur) and Benjamin Loong (Sulu) said the negative reaction of some opposition senators is one more argument for an overhaul of the Constitution to clear the way for the abolition of the Senate under the presidential system in favor of a single-chamber or unicameral parliamentary government.
“They should stop showboating in spooking the public with unfounded charges of a de facto martial law supposedly imposed by President Gloria Macapagal Arroyo when all that she did was to declare a state of national emergency to save the nation from a then impending coup,” said Evardone, who is also the press relations officer of the League of Provinces of the Philippines.
Plaza said it is obvious that far from the national interest, these opposition leaders only have their partisan political interests in mind when they raised the martial law bogey just to rack up political pogi points at the expense of the President and the general public.
“There appeared to have been a lull on political attacks against Malacañang when the national focus was on the rescue and relief operations for the victims of the Southern Leyte landslide tragedy,” Plaza said.
He added that politicking has now reared its ugly head anew in the aftermath of the landslide tragedy when the people should be one as a nation in resisting attempts by lawless elements to overthrow the legitimate government of President Arroyo.
Loong said the current political mudslinging by the opposition only shows that the Philippines cannot attain political stability and pursue its economic takeoff unless Charter Change is launched that will set the stage for the abolition of the Senate.
“The time is ripe for the people to amend the Constitution,” Loong said.
A day after President Arroyo issued Proclamation 1017 declaring a state of national emergency, senators like Joker Arroyo and Aquilino Pimentel Jr. renewed their attacks against the President, calling her move a draconian measure supposedly designed to silence the media and intimidate the political opposition.
Evardone pointed out that the mainstream opposition’s excessive preoccupation with politics often resulted in executive-legislative gridlocks, which have stalled the passage of vital economic measures.
“The Senate, for instance, has apparently abandoned its legislative duties in favor of conducting investigations in aid of legislation, which have all turned out to be investigations in aid of character assassination and political grandstanding,” he said.
Last year, the 13th Congress was able to pass only four laws of national importance. These are Republic Act 9333, which set the date of the elections for the Autonomous Region in Muslim Mindanao; RA 9334, which increased the excise tax rates on alcohol and tobacco products; RA 9335, which created a rewards and incentives fund for the Bureau of Customs and Bureau of Internal Revenue; and RA 9337, which amended provisions of the National Internal Revenue Code.
Plaza said the dismal performance of the Congress under a bicameral system, which has turned out to be a sheer waste of taxpayers’ money, is one clear proof of the urgent need to shift to a unicameral parliamentary system.
“The opposition in the Senate has again resorted to political grandstanding on the issue of the President’s declaration of a state of emergecy, unmindful of the facts proving that there was a clear threat to our political stability had Mrs. Arroyo not acted swiftly enough to nip last Friday’s destabilization attempt in the bud,” he said.
Evardone recalled that Col. Ariel Querubin of the Marines admitted at the height of last Sunday’s standoff in Fort Bonifacio that his plan was to lead a group of Marine soldiers marching to Edsa on Feb. 24 to join antigovernment protesters who converged there on the pretense of commemorating the 20th anniversary of the 1986 People Power Revolution, where the rebel soldiers would declare their withdrawal of support from President Arroyo.
Manila Mayor Lito Atienza said last Friday’s failed coup attempt drove away many foreign tourists and prospective investors from enjoying their stay in Manila.
“Punong-puno ng turista noon... halos lahat ng hotel puno. Nang magkagusot, nagmamadali silang umalis,” Atienza said.
He said it was providential that the country has recovered after President Arroyo declared a state of emergency that prevented the destabilization and coup attempts from getting citizen support.
“Magpapatuloy ang ganda ng ekonomiya kung tutulungan natin ang pamahalaan. ’Wag natin pabayaang magtagumpay ang mga power grabbers,” Atienza stressed.
A report by Time Magazine Asia also detailed an alleged meeting at the house of former Tarlac Rep. Jose “Peping” Cojuangco between Pastor Saycon of the Council for Philippine Affairs and “ringleaders” of the coup plot. The magazine said the meeting discussed plans for a “withdrawal of support” from President Arroyo.
