I really wonder what's the description of "Quality of Life"

The measurement used here is called Human Development Index. This is a measuring tool developed by the United Nations Development Programmed. Among the developers of this tool is Dr. Gustav Ranis and Dr. Sojoerdomo, both of Yale Economic Center in New Haven (There is a Cebuano Research Associate in this Center named Agnes Quisumbing and considered most brilliant among the staffers).

The HDI measuring tool uses the following cross-variables:

1. Income Parity --- simply this is the performance of in-pocket income vs. CPI vs. inflation;

2. Level of Education; and

3. Longevity --- this is highest percent of life expectation vs. morbidity vs. mortality.

Right now, HDI is evolving into a real-life measuring tool for so-called "development" projects. Given, for example, the proposal to constract a road network system, HDI asks and probes the question: will the construction and completion of this road network system give the people in lower thresholds access to health services (longevity) or education facilities?

Here is a true-to-life story to comment on that "riles" picture above.

With UNICEF funding once I made a documentary film on the life of streetchildren with Sun*Star Editor Ms. Nini Cabaero as the scriptwriter. It is titled "Where Have All The Children Gone?"

Towards wrapping up the production, we treated the children to a good first class meal in a shiny restaurant here in Cebu, as our way of saying thank you for all their effort. Beautiful food --- Le Cordon Bleu type and all --- and very expensive.

To our amazement, the children did not touch the food. They all shied away from it. They said they could not eat that food because it was not food. Then they asked instead for a simple "puso" and a skewer of chicken intestine for each of them. And they feasted on it like they have not eaten for centuries.

Then we remembered that during our shoot they could not sleep on cushioned beds provided by Fr. Stan of Sacred Heart School for Boys. But they slept well and soundly on pieces of boards and cartons laid on bare floor.

In hindsight, I now wonder why do we question the quality of life of the "riles" people?

How would you know on life in the RILES? have you been one of them? or just basing it on the sitcom "Home Along The Riles" ?
