    Default BPO start up?

Very difficult unless you have a sure and long term client to begin with.

Aside from operating capital, among the things you should consider are:
    Corporation setup
    Government compliance (TIN, SSS etc.)
    Lease
    IT infra and telco
    HR

and most important of all, what is your business model and what are the processes that are to be sourced out.
I have seen dozens of BPO wannabes crash and burn because they neglected to think about these before venturing in a BPO type enterprise.

first thing first you should know how to get a good account/campaign. There's no sense of having a good place, a good dialer and a good set up if you dont have a good campaign and a good paying client. Also, good experienced agents. Dghan newly opened call center ang nag close because they dont have stable campaign.

First of all best wishes for staring a new company. The business process outsourcing services has always been on huge demand especially in India. They are being used for several reasons. You can easily purchase a brand new dialer for 30,000 pesos only. Initially you need to invest a little bit of amount for this purpose.

I'm also looking at starting a BPO. My strategy is to start a business where I can be my own client. What I mean is that I will sell my own services first and try to get clients as I go.

It looks pretty complex, so my strategy is to start fairly small and work my way up. I believe my business should be able to pay for its own expansion.
