    5. the rules regarding solid centre lines are pretty standard. the rules are there but not being followed. - i know the rules but kahibaw ba ang mga drivers sa ana na rule?
i thought you said we didn't have any rule regarding centre lines. ignorance to a rule is not really an excuse.

the main reason for me putting this thread up is to spearhead an awareness campaign even just amongst the members of iSTORYA.NET.

the issue is not that it can be, at times, hard to determine whether or not the person has the intention of crossing. the big issue is that drivers blatantly ignore pedestrians obviously wanting to cross the street.

jaywalking is another issue. if they get run over, they shouldn't have any right to sue.

But is there such a thing as a driving test for drivers of motor vehicles, trucks & motorcycles here in our country?
I've been driving here in the Philippines for 26 years and I've never had it whether written or an actual driving test.
The first time I had a written test at the DMV (Dept. of Motor Vehicle) in California - I failed miserably. The 2nd time I took it - I passed after studying the driver's manual.
The first time I had the actual driving test - I failed again and makes you wonder why until you realized you've gotten all the bad habits you're so used to doing here.
Even people applying for their licenses for motorcycles there have to undergo an actual test. I saw the examiner taking a backride and off he went with the applicant and when they got back the applicant had to ride around in circles a few times. The circles were painted on the DMV parking lot. More so with truck drivers.
Here- what irritates me the most are those motorcycle riding fast food delivery boys. They weave in and out of moving vehicles in total disregard of other drivers. And also those who purposely are on the other side of the lane/street/road during heavy traffic. It's just too bad we can't do anything but drive defensively & get out of their way even if we're on the right lane.
Driving has become too stressful at times.

Am sure those American driving examiners will be too scared to drive here in Cebu & Manila. Cause here, we do have rules but nobody seems to be following and most of all nobody is enforcing it.
I hope the LTO people will provide us with an online service for renewing licenses for people without any traffic violations. Payment can also be made using a credit card. I don't need to go to the DMV each time. This is very convenient and it's also to ease the long queues everyday at the DMV.

i hear you and i share the same sentiment.

i think the reason why full computerisation of services in the Philippine takes so long to materialise is that the corrupt would have a hard time going about their usual ways. if they tap into the system, it would be easier to trace who had access to what.

in time, i hope, we would get to the stage where online transactions would be the normal thing to do business with.

So true- and watch out if you don't give them any money - they'll scratch the back or side of your car with bottle caps just when the traffic lights turn green. You're lucky if they just smack your car with their hand or whatever it is they have with them at the time.

...and here's the sad part: only when Filipinos travel abroad either other Asian countries, Europe, US or just first world countries as a whole, those markings and signs that we have been disregarding most of our lives suddenly make sense. pavement markings such as yellow / white solid lines, double solid lines, broken white lines etc suddenly have a purpose. when to use headlights/foglights, what to do on intersections with just the "stop signs", observe speed limits specially at school zones, no drinking and driving etc.. those rules suddenly rings a bell. and it is when we go back home that we realize how chaotic Cebu is, the Philippines is as far as driving etiquettes and road rules are observed... or plainly.. just a lack thereof.

I believe there are still courteous drivers here and there... but sadly, they are greatly outnumbered by the "paugat types".

I admit, I had my license at the age of 16 (is 18 still the proper age?), never took any exams, never had myself checked as far as medical requirements go, nor did I have any idea what the road rules were. all I know was that as long as you know where the gas pedal is, the brakes, the clutch and the gears then you're good to go. and I bet this is still the fad nowadays still.. sad right? but this is where the focus should be.. at the LTO. just have a system, maybe computerization or something.. I like that idea just like what you guys here are discussing. a computerized system where loopholes as far as "palusot" are plugged. if somebody doesn't know how to drive, doesn't know how to read signs, somebody clearly doesn't know basic road courtesy even if it hit them right smack in the head then:

    don't issue/renew a license.

sorry for being a little OT, but PissKhanXXX, re that long list of yours? that's exactly my sentiment everytime I go home for a vacation. but to tell you honestly, after I put my bags in the car's baggage compartment my "kaskasero" type of driving comes back to me just like I didn't leave Cebu. I would have honked the horn a dozen times before reaching home... same frequency that I tapped on a horn (about 12 times in 6 years) 'coz there's no need to in the US except when you're in Chicago, NY or LA...
