To be exact, it was then Mayor Alvin Garcia who came up with the idea of the tunnel around 1998-1999.
The original project then was a
skyway or
flyover that would hover over Plaza Independencia but since it would destroy the beauty of the plaza and encroach on Fort San Pedro as a heritage site, Mayor Garcia proposed to the DPWH for a tunnel instead. Joseph Estrada was still the president during that time if I'm not mistaken.
Mayor Garcia then had a project dubbed as "Cebu Heritage Walk" wherein he wanted to revitalize downtown hence he did not want Plaza Independencia to be destroyed.
When Tomas became mayor in 2001, he wanted to scrap the tunnel project because it was not practical
kuno. Tomas actually scrapped so many proposed projects from the Garcia administration. Talk about "political vengeance." One of these was the Cebu Heritage Walk.
It's a good thing though that he was not able to scrap Garcia's tunnel proposal because it became a national project through the DPWH.
