DepEd to mainstream the Rule of Law in schools

Teacher: "Ok class, our lesson for today is the Juvenile Law. Basically its a free-pass made by some dumbass Senator for anyone below 18 to commit a hideous crime and not be jailed. So before mo mu.turn 18, pwede mo mupatay, mangawat, mang.rape. etc. So enjoy your doing crimes during your childhood"

Actually, it's like this:

Children 15 and below are exempted ABSOLUTELY, because it's been deemed that at that age you still do not have a mind of your own/you don't have full control over your mental faculties. In other words wa pa gyud kay buot daw ana nga edad, matod pa sa mga expert. To be fair, it makes sense. They will only be subjected to an "intervention program" (depending on gravity of offense) which will be monitored/conducted by social welfare groups such as DSWD, BCPC, the barangay, etc.

On the other hand, children ABOVE 15 but BELOW 18 are not absolutely exempted. If the child acted with discernment/knew what he was doing while committing it, he will be treated no differently from that of a common criminal. Piti gyud na kay sayo kaayo sugod sa krimen, para ma-usab pa.

AND, this law is only a revision (made by Kiko Pangilinan), he did not come up with it in entirety. This provision of law has been around for a long time, gi-update ra na para mas sakto kunohay sa panahon karon.
